Computer stutters consistently when downloading anything

Hey, this is the third time I have tried to fix this problem with little to no success. I was downloading a game off of steam and was trying to watch a youtube video while downloading. The problem is, my computer keeps stuttering along with the audio. I replaced my SSD, reloaded windows, completely wiped my computer and started from scratch, none of it is working. Even when downloading, my individual components aren't running at high usage so I am really confused. Can someone help?

 

I have an i5-12600k, 4080 super, 32gb of ram, and a B760M-A motherboard. My ethernet speeds average around 800 mbps.

Sorry I am really green when it comes to software. How do I check Event viewer? I have Norton for antivirus, and idk how to fix/replace my network or chipset drivers.

Most of the entries are nonsense and you can ignore them, but check for errors that have a timestamp when you're experiencing problems and take note if they sound suspicious.

Alright I'm back. I checked event viewer. There we a few issues but the most prominent was event 131 happening consistently (80 times in an hour). No idea what that means but a couple google searches told me it wasn't much to look at and  the time stamps didn't match anyways. There were also 5 event 11 which lined up somewhat with the time stamps. 5 event 10010, no idea what that is but wrong time. And a single event 1000 which didn't line up time stamp again. There were 0 Critical Events in the last 7 days.

 

I reinstalled my chipset drivers, restarted, then my ethernet and wifi drivers and reset again (all off the website on my motherboard box {https://www.msi.com/Motherboard/PRO-B760M-A-WIFI-DDR4/support#driver}). I started a download after the last restart and the issue is still there.

 

I ran all of the driver downloads and the event viewer with the AV turned off.
