So i have an existing system with the following specs

 

msi b450f gaming

ryzen 9 3950x

96gb of ram

corsair cx750m

 

everything was just fine, no issues but i had a evga 980ti ftw.

 

i recently got an asus rtx 4070 dual oc white edition and now that i have it installed, everything runs super choppy. Benchmarks were going from 1-10 fps. when i had the 980ti installed it was running at 144fps with Black Ops 3, 160-170fps on Starcraft 2 (that is what i play, i dont game with modern games)

 

Only item that was changed is the graphics card. 
 

drivers are up to date (i used the fresh install option on nvidia) 

 

running windows 10, tried a power cycle, reseating the GPU, putting the 980ti back (which went back to my normal performance metrics)

That's because the RTX 4070 is a peasant GPU and the GTX 980 Ti is still king.

 

Just kidding.

 

Use DDU to complete wipe the drivers and install the most recent known good GPU drivers. Jayz Two Cents has a video on how to use DDU, watch it on the YouTube.

I am doing a fresh install of windows. I just seen your post so i did not try DDU. I will update if this helped (which could have solved the driver issues if that was the case)

You could try that 4070 in another pc to see if the same problems happen there, if it does then there's something defect with that GPU. Borrow a friend's pc if you don't have a spare pc.

 

Remember that you have warranty. Don't do anything which the reseller could blame you on and declare the warranty void.
