My setup 

Ryzen 7 7800X3D

G.Skill 64gb 6000mhz CL 30

4070 super OC
 

since I installed the new got for some reason the ram speed has been set to 4800MT/S

even tho the speed is 6,000MT/S

when I clear the cmos and change the ram to my xmp profile that’s on the ram it won’t boot

What motherboard and BIOS revision are you on, is the memory kit 2x32GB or 4x16GB, and what memory slots are you using? There are some BIOS revisions that don't work properly with XMP and you need to manually enter the XMP parameters (frequency, timings, voltage) for the kit to work properly, so you'll likely need to either do it manually or mess with some different BIOS revisions to see if that helps.

Alright, so you're gonna need to enter the XMP settings manually and see if that works. Enter the BIOS, go into Advanced mode if you're not already in it, head to the Overclocking menu, scroll down to DRAM frequency and set that to 6000, set the FCLK frequency to 2000, set the UCLK DIV1 Mode to UCLK==MEMCLK. Then go into the Advanced DRAM Configuration submenu and set tCL to 30, tRCD to 40, tRP to 40, and tRAS to 96 (tRCD and tRP might be able to be set lower to 38 or 36 depending on your exact kit, though these should work if you don't know for sure). Then hit escape to go back to the main overclocking menu, scroll down until you find DRAM voltage, DRAM VDDQ Voltage, and CPU VDDIO Voltage and set them to 1.4V, then set DRAM VPP Voltage to 1.8V. Hit F10 to save BIOS settings and see if it boots.

Alright, so do the same thing I instructed, but change the tCL value to 32, tRCD and tRP to 38.

Does this happen at XMP/what I gave or at stock settings? If it's at stock settings, you might have a dead memory stick.
