I was wondering if this is my mobo or my processor. My computer turns on with all the fans powered up, then the computer turns off and turns on every 30 seconds or so. It dosn't post, I have used a Gpu and the integrated graphics, which one do you think?

how far does it get? If it's just a split second and the fans barely have a chance to spool up, it could also be something shorting out your PSU. Otherwise I would suggest you try to test your CPU in another system, that's the only way to really be sure.

It starts for about 30 seconds or less and then it turns off and then turns on.

no stays in power save mode but when I plug in the input, it recolonize it and goes to power save mode.

do you have access to another system with the same socket? if so, test your CPU and RAM in it. Be sure to test RAM sticks individually. Also check your entire PC for loose connectors. If none of that yields results, you may want to try RMAing your motherboard.
