As for CPU coolers go, peerless assassin 120 is a solid choice.

Peerless Assassin SE 120 will be a good choice 🙂

The 7700 is only 65w and I cool my 7700X ( 105w ) with a Noctua NH-D15 at 27% constant fanspeed.

Oh Absolutely!  The 7700 is great CPU for the 4070Ti 🙂

 

I pair my 7700X with a RTX 4080 and I am having a very good gaming experience!! The 7700 is only 2-3% slower than the 7700x in terms of gaming performance.

Here are two pictures from Hardware Unboxed in a 10 game average at 1080p and 1440p with an RTX 4090.
Here you can see the Ryzen 7700 keeps up extremely well with the 13900k that is over twice the price.

The 7700 is a beast but you can also get the 7600 and save a bit of money if you want.

i am not gonna buy it my next build is probably 7950X3D and a 4090

The TR PA120 is good enough for a 7950X3D too, I use one

It's not very hard to cool at only max 150W PPT

Then the folks above have answered, 7700x doesn't produce that much heat, so a quality dual tower air-cooler like the Peerless Assassin 120, Phantom Spirit 120 EVO from Thermalright, or the Scythe Fuma 3 just to name a few would be more than sufficient.
