Games, programs or workloads that it will be used for: Video editing software, World of Warcraft, fortnite  and mostly old titles.

Wanting to build a computer for my father, budget is max CAD $800, he mostly wants to edit videos that he makes and play some games like WoW and Fortnite, he's not looking to try and run Dragon's Dogma 2 or anything. Looking to see if building is a better option to a prebuilt. (Please do not include paraphernalia eg. M&K)

If you want to get more performance out of your money, I would suggest building the PC yourself because you could get way more performance than a 580. For a prebuilt, I would suggest that you could get the https://www.newegg.com/p/3D5-001U-001G1?Item=9SIAZEBK4V3305&cm_sp=SP-_-2470119-_-0-_-2-_-9SIAZEBK4V3305-_-gaming pc-_-pc-_-4 but there is other options if you want to look around on sites like Newegg.

Just so you are aware OP, that prebuilt comes with a locked 4-core third gen i7, and a pretty dated GPU. Also, the second prebuilt, while substantially better, not for the money. The custom build is not bad, not sure about the PSU (I believe it's Tier E). Regardless, if you go to eBay for the GPU, you could do much better with that budget:

This is what I would probably do, then get the 6600 XT from eBay Canada for around $240-250. Basically, the price of a new 6600 non-XT. You could do the same thing though with an R5 5600(X). Being that AM4 is still being supported, that might be a better move. You are going to be limited in the level of CPU you drop into this motherboard in the future. Whereas, most motherboards on AM4 can at least handle a 5800X3D.
