Late gen PC feels very laggy and slow

I build my PC few months ago and installed Windows 11 on it, it feels very slow and laggy, even in games, there are frame drops and feels very wrong.

PC parts:

ryzen 7950x3d

asus rog strix OC 4090

asus rog strix b650e-e

32gb ram corsair vengeance 30cl 6000mhz

asus rog strix water cooler

sn850x wd_black 2tb ssd

5000d corsair case

3x corsair fans added extra in the pc case

There is something wrong or I should change windows?

This is probably related to the 7950X3D and resources being allocated to the wrong chiplet.  It works for some games, but others it may not.  On those games you have to open Xbox Game Bar with Windows+G and enable Game mode.

You can also go to the UEFI and temporarily disable CCD1 before gaming.

This is why the 7800X3D is highly recommended if you're primarily gaming and not using the PC for anything that needs those faster cores on CCD1.

Although if its laggy outside of games, I'd definitely be checking temperatures.

Router:  Intel N100 (pfSense) WiFi6: Zyxel NWA210AX (1.7Gbit peak at 160Mhz)
WiFi5: Ubiquiti NanoHD OpenWRT (~500Mbit at 80Mhz) Switches: Netgear MS510TXUP, MS510TXPP, GS110EMX
ISPs: Zen Full Fibre 900 (~930Mbit down, 115Mbit up) + Three 5G (~800Mbit down, 115Mbit up)
