Speech to text and translated subtitle app/website?

A friend is looking for a speech to text, which can also translate and make subtitle.

Something like it listens to the speech in a video file, then create a subtitle file in another language.

 

When I google for something like it I get lost with tons of different suggestions. No idea which are good and which are scetchy.

Can anyone point me to some suggestions, both free and paid versions?
