is 850W enough?

you'll be perfectly fine, 4080 super only really pulls around 350w at max and 14700f turbo is around is 219w (and you'll almost never be on peak power draw on both components unless you're doing a special productivity work)

And even then it's still only 560w. Other components bring that up to around ~700W so you'll be fine (and that's at peak)

also, is it worth the upgrade from a i5-12300F to a i7, or is it not that much different

12300F vs 14700F is quite a big difference. Is it worth the price? If you have the budget for it, then yes.

though there is no 12300F, but 12400F?

but still the same - much more cores, higher frequency and general performance is quite different (14700F).

if you mostly game, and have the money for a 14700k, it would be better to sell your current cpu and mobo, and get a 7800X3D, because it's just overall way better for gaming

It's better, but as mentioned CPU, MoBo and potentially RAM need swapping. And Zen 5 is on the horizon, perhaps 14700F will do till then.  Zen 5 is supposedly a quite a big leap even over current X3D.

You mean the i9 14900k? It should be but to be safe I’d at least get 1000w

14900K is not worth it. Stick with a 14700 or even a 14500.

i searched up stuff about the i9 14990KS and it says its max turbo is 253W
