yes, should be fine. What CPU are you using? Can't imagine it's pulling more than 100 watts.

i7 4790 with tdp of 88 watts

also i can provide pics from cpu z

also i do wanna note that i have 3 hdd one at 7.2k rpm and two at 5.4

TDP is a worthless metric. Either way, that CPU can pull 100ish watts, depending on the load it's under.

the hard drives are only gonna be like 5 watts each. Get an SSD and it's like 3 watts so no issues there.

also rated at 80 plus bronze

Dell optiplex power supplies are generally not bad. You should have no problems with a 1650
