Fallout 4 Steam no sound and stuttering at 60fps locked...

As in title.

 

Ryzen 9 5900X with RX 7800XT so not really a weak PC, and at 1440p Ultra getting 144+ FPS, but playing at my 60hz TV, so locked 60fps. 

 

But still getting stuttering even tho 60fps stays at 60 all the time.. 

 

Another thing is I have no sound after intro.. 

 

I tried to set audio at 4800hz but nothing change.

Also set 0 to iPresentInterval in Fallout 4 config, but still stutter. I even disabled VRR, any FPS limiters. 

 

Wanna play but I getting more frustrating with searching for issue fixes than enjoying the game.

Cable issue ?

tried verifying game files? and/or reinstalling game?(make sure to backup saves if reinstalling)

I may try to install it once again, because after installed first, I uncheck the HD texture by mistake, and the game had to download it again, so maybe there was some issues there. 

 

But I installed the game from Xbox Game Pass, and I had to turn off VRR, Anti Lag and PresentInterval to 0 to get rid of this weird stuttering, but the sound is there since beginning, without the issue. 

But with same settings, I couldn't get rid of this on Steam version for some reason. 

 

But I bought F4 especially for steam, to get Achievements, and that I have there big library.
