Can my 180w run a r5 340x oem gpu

I'm using a 180w psu with an i5 3470, 2 stick of 4gb ddr3 ram, a sata ssd, a hard drive, stock intel cpu cooler

Try to improve your power source because otherwise you will have constant blackouts or it won't turn on at all.

I would try something a little lower wattage. A GT 1030 would be a reasonable choice at 30 watts. The 340x is a 65w card, which alongside the i5 would be starting to push the limits of that psu under high system load.
