HDMI on my 3070 only works with a graphics driver installed

Title. I know 100% for a fact this is a graphics card issue because I've tested on two completely different systems. When I boot into windows it works fine but if i want to use the bios I have to plug in the display port. I couldn't find anything on Google about my issue. Any way to fix?

ya some pcs do weird things when it come to the ports on the back and booting. my off line pc wont show the monitor tell it gets to the log in screen...

i no gpus have a number one port and it prefers the port for booting. might be able to change it in the bios but i dont no. normally its and older port like hdmi. different oc also do different things... if the mb has on bord video that might be doing something too and can probly de disabled.

On another forum, without using the firmware update nvidia make available the same issue occurred, which was weird, because the firmware update specifically mentioned DP having this problem and using HDMI as a workaround.
