is AMD Radeon Anti Lag  Fixed for CS2? Will I not get ban if I turned it on? is the issue fixed or not yet?

You mean Anti-Lag+ ? That one caused problems, so was removed from the driver. It is said to be returning soon though. The regular Anti-Lag is fine and can be enabled.
