My pc won't post

I need help, when I click the power button the rgb lights up and the fans spin for a moment then they turn off and it repeats in a loop any idea what it could be?

(I know the psu is off in the picture)

Specs of the PC?
Troubleshooting steps already taken?

5950X/3080Ti primary rig  |  1920X/1070Ti Unraid for dockers  |  200TB TrueNAS w/ 1:1 backup

I removed one ram stick and it worked fine so I tried the 1 and 3rd slot and it also worked so I'm gonna keep it like that 

I just wanted to ask if there was gonna be a small hit to performance
