Those are in 2 different price categories tho, i think you meant the rtx 3070, because 4070 has 12GB of vram, and is obviously better. But at this price range it would be way better to buy the 6700xt/6800, because buying a brand new 8GB card in 2024 is not a good idea, it already struggles in some games, and in a few years it might become a bigger problem

A new 6800 should be around $369 and be a better deal than both of these

AMD won't give you as smooth RT performance but they're worth the price if you don't care about it,

 

the 6650 XT is only 2% slower in raster than RTX 4060 and costs 50$ less,

 

RTX 3060 and 4060 cost roughly the same, 3060 has 4GB more VRAM while RTX 4060 is 16% faster in raster performance,

 

7600 XT is 330$ 40ish$ above the RTX 4060 but it's 3% faster and has 16GB of VRAM,

 

 

VRAM requirement depends on what game, graphics quality and resolution you play in,

 

a RTX 4060/RX 6650 XT with 8GB VRAM can be a bottleneck in brand new AAA games at high graphics at 4K and 1440p, but might still be fine at 1080p, maybe only needing slightly to tune down the graphics,

 

in conclusion though, neither card is really that great, because both RTX 4060 and 3060 and the AMD card are lowkey on a similar performance of a GTX 1080ti,

 

 

So take playing brand new AAA games at high settings and resolution at that price/performance with a grain of salt, and expect that you might not be able to run Ultra quality, which isn't really that noticeable from High or Very High quality in some AAA games anyway, the only noticeable difference is actually the fps drop rather than quality in some of these games.

 

 

I'm only considering 3060 and 4060, because unless used, the 4070 is way more expensive:

RTX 4070 is a good card, but if lucky can get used RTX 3070 for half the price. 3070 is still relevant, but 8GB vram only.

not a simple question, but I'm going to give the best answer I can for AAA games.

Buy any card with current gen card with 16Gb or more VRAM and that will cover 1080p to 4k monitors at a playable speed.

If you want to play raytracing or path tracing go for Nvidia, not AMD

 

This advice is only valid this half of 2024 and new generations get released sometime in the 2nd half
