will there be a noticable upgrade?

4790k up to 4.8ghz -> r5 5600 possibly overclocked

ddr3 2133mhz 2x8gb -> ddr4 3200mhz 2x8gb

 

My budget is 200 usd for upgrade (including mobo cpu ram)

Ive found used deals on a r5 5600 ($90), msi b550 mobo ($81), ddr4 hyperx 3200mhz 2x8gb ($30)

 

I have a decent am4 compatible cpu cooler

It will be a massive upgrade in terms of CPU power.  The Ryzen 5600 is 8 years newer than the 4790k and the 5600 has more cores.

Definitely worth the upgrade, no doubt 🙂

It will be noticeably better, the only thing I might be concerned about is that the deals don't really seem that great. They're all within $10 of brand new parts, and at that point spent the extra $20-30 overall and get a warranty. Either that or look around a bit more and try to get a better deal, since you should hopefully find a R5 5600 for about the same price that the 5500 you're looking at is going for.

my budget is strictly 200, since I dont think i could sell my 4790k + asus z97-c + 16gb ddr3 2133mhz + random gtx 1050 ti for more than 200

 

Plus i rather get a used 5600x rather than a 5600 with warranty and new

5600X and 5600 are the exact same CPU, there isn't a difference between them so the warranty is worth it. If it's a 5600X used vs. 5500 new, then yeah get the 5600X.
