After watching a few videos on the topic, I decided to enable Re-Bar in bios for my system. I open the EVGA Precision X1 software and it says that my GPU is not new enough. I have an EVGA 2080ti. Unofficial hack to enable it. I've also been looking at other bios hacks to enable ReBAR on systems that don't offer it. Seems like a lot of work for not a lot of difference, good and bad.

Do you have an "Enable Above 4G Decoding" option? Try enabling that in BIOS. 

 

I don't think that 20 series supports ReBAR though, I think it's just Nvidia 30/40 series and AMD 6000/7000 series.
