How can I turn pc on remotely from anywhere without lan connection

I want to be able to turn my pc on remotely so I can stream games to my phone when i am not at home. I have a wifi card installed in my pc and I cannot run an ethernet cable to my pc or wake on lan. I have an amd gpu so I cannot use moonlight. Is there a way I can turn my pc on with my phone from anywhere? Any suggestions?

The best solution would be to leave it on when you know you'll want to potentially use it remotely.

Depending on the WLAN card and motherboard, some computers support wake on WLAN, you'd need to open the computer's port from your WiFi router to be able to send it a wake request from another network though. 

You could also set the BIOS to turn the computer on at a specifified time on certain days, pretty much every ACPI-compatible BIOS supports this feature. Might be ideal if you plan to use it at around the same time every day.

You could also just leave the PC in Sleep mode rather than a full shutdown, and there are a number of applications and online tools that could wake it (Remote Desktop will do it, I believe). Again you'd need to open a port on your router so devices outside your home network could access your PC and tell it to wake up.
