How can I compress a 70Mb recording (Windows)?

M4A is a container so the audio inside is either already compressed in AAC or uncompressed ALAC. If the former, as mentioned, its already compressed so if its not small enough you're simply going to have to re-encode to something else with lower quality settings.

Why and by how much? If you're trying to email this or something you may well end up with something unintelligible so you will absolutely have to listen to some samples. 
FFMPEG should be able to do it
