Apps launching at wrong resolutions and becoming blurry

I recently installed a Ryzen 9 5900X and my 4070 and I've had this problem of apps (even BIOS) launching in the wrong resolutions and becoming blurry, especially noticed with Steel Series GG and Valorant. I attached a video of what Steel Series is doing. Valorant however if launched in full screen mode, applies 3840x2160 or something along those lines. I've tried everything to fix this and nothing is helping... PLEASE HELP!!
