PBO guide for a first time PC builder?

First time PC builder here. Rocking a 7600 with an ASRock b650m riptide. I recently watched a video from optimum tech where he demonstrates the use of PBO. I've tried it and its great. My 7600 is now at 5.150mhz at -30. However the second part of the vid where he puts the limits is where I'm confused. Can anyone explain the process behind and also give me any additional ways to improve temps, performance etc?

this is vid. I managed to do the first part of the process but I couldn't replicate the second one where he touches the pbt limit etc as I'm using an ASRock mobo
