VMware not using all Cores and performance feels slow.

I gave my VM 8 "cores", which likely means 8 threads as my CPU has 4 cores with hyperthreading. But when I boot up my VM, it looks like Windows is only using 2 threads. I can confirm this because when the CPU usage in the VM is at 100%, my CPU usage on the host is like under 50%. What am I doing wrong? Also, graphics performance in VMware feels sluggish. I have the accelerate 3d graphics option enabled, and also have the VMware drivers installed. I also pre-allocated the drive. I used to do this VM thing a lot a few years ago, and I think I have some vague memories that there is a better graphics driver than the default VMware SVGA 3D driver? And I have another question, do I need to enable the options to virtualize Intel vt-x, performance counters, and IO memory management unit?

Also, Dell is evil, but HP kinda nice.
