PC not using all RAM

Having trouble with my ram. PC shows that it recognizes 16g of ram is installed but is only able to use half of it. The bios shows both ram sticks but shows "physical memory" as 8gbs. In task manager it say 8gb are hardware reserved. I tried the maximum memory uncheck in the boot settings and changing the virtual memory settings, no changes. Any ideas? thanks.

Not sure what you mean.

What does task manager show ? here for example I currently use 14 of my 32GB.
