Download speed is half of what shown in phone status

I'm using my phone for internet on my PC through USB tethering.

Right now I'm downloading something. The phone says the download speed is 10MBps, but my torrent client shows the speed is less than half of it (4MBps).

I also checked Task Manager. The torrent app network activity is about 15Mbps. Now 15Mbps is equal to about 1.9MBps, right?

 

how come they all show very different speed?

 

To be clear, I restrict most stuff on my phone so there is no background activity that is using the internet continuously.

In the Task Manager, there are no noticeable network activities other than the torrent client.

After the torrent is done, the phone and Task Manager both show zero network activity.

I also checked Data Usage stat on my phone, and it's checked out. Downloading 4GB files, the data usage is about 4,3GB.

My assumption would be its the difference between connection speed/maximum possible speed and currently used bandwidth?
