What is the best 1440p 27” monitor under $400?

I'd say LG 27GP850 for gaming

Though there are cheaper and pricier options too. Pricier like Like ASUS TUF Gaming VG27AQML1A and cheaper like MSI G272QPF.

I own the LG-27GP850 and I love it.  I went through 10 monitors before landing on this particular one for gaming.

Great colours, easy menu navigation, Gsync, very little to no backlight bleed and IPS glow on my panel.

Its currently in my simrig but I replace my main monitor with this exact one as well very soon.-

I do have a 1080p 165hz ASUS TUF monitor as my 2nd monitor, the ASUS TUF gaming monitors are quite decent.

They do require quite a bit of color calibration as they come very orange out of the box.

The exact TUF model you linked has not been reviewed by Rtings, but its similar models aren't as highly regarded as that LG. 

Again not saying the linked monitor is bad, but LG should be a sure thing.

for under 300 you can get the g274qpf-QD, theres also a miniled VA recommended by HUB for HDR.

The LG 27GP850-B is a great option in this price range. I had the predecessor 27GN850-B and it was great. Other than HDR it basically ticks all the boxes for a good gaming and general purpose monitor.

 

The Mini LED VA monitor @xg32 mentioned is a great option if you're into slower paced games and you want a decent HDR experience. It does have some tradeoffs though like slower resonse times compared to the LG.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
