Win11 Winexplorer restarted and the quick panel is greyed out

my panel at the bottom didnt want to open when i pressed it so i restarted the explorer and now it looks like this

 

All options there are greyed out and i cant click on anything there.

It will start working if i reboot, but is there a way to get this one back without reboot?

Try killing explorer.exe in task manger and restarting it,

• Ctrl + Shift + Esc
• Find Windows Explorer.exe in the process list. Press Del or End Process button (Dont panic your desktop may go blank leaving just task manager open)
• Click "Run new task" and enter explorer.exe and click Ok.

i have a bat file that kills explorer and opens it again. tried it 2 times already sadly.
