What is the best graphics card for $350-$400? Please give me a few good options for both Nvidia and AMD.

PCPartPicker shows a single RX 6800 in the price range. 

 

Other than that it's between the RX 6750 XT and the RTX 4060 ti. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

I'd say its a little more than slightly worse. 

 

Looks like 6800xt's are going for ~$400 USD on Ebay right now, that's not a bad option for price to performance if used is an option. Equivalent 308012GB's are $500 and up, as are brand new 4070's.

The 3070ti is slower than the RX6800 never mind the 6800XT and arguably it has more power than its vram capabilities which is a shame.
