Gpu underperforming

I noticed my GPU underperforming in games that it should kill and have tried everything that I am aware of that would help. I CAN reach high framerate in games but its extremely inconsistent, sometimes I can reach my target fps but usually only for a moment. For reference I cant maintain an even 144fps in Tf2(when in action fps dips from 144 to ~90), and I get 13 frames in rdr2 in a certain location in valentine.

The card is not overheating, nor is any other component. 

 

Fixes I've Tried

-uninstalled old drivers with ddu

-Bought 2nd cable so 8 pin and 6 pin have their own power

-unplugged second monitor

-uninstalled old audio drivers

-disabled rgb on card

-scanned w/ Malwarebytes

-changed power outlets

Your rams are running at 2400mhz. RDR2 is especially CPU heavy like every other Rockstar game, so this will have an impact on your performance. Also I am seeing there is mechanical storage, which can introduce asset streaming stutters if you install your games to them.

Also, if you're clumsy and leave stuff open in the background (like me), 16GB might get tight

Yes, 2000mhz is not enough for am4 PCs to function that well - can you enable XMP in your BIOS (it might be called DOCP or something on AMD pcs)

I have tried enabling xmp before but once enabled it does not make any noticeable difference or change my ram speeds. I have messed around in bios before and increased my speed to 2666 but thats without adjusting everything else (I dont know shit about ram). Either way I think It sounds like I should invest in a new ram kit, If there is any suggestions lmk.

Try overclocking "manually" with ryzen dram calculator. It can save you money and should give you a great start if you ever decide to overclock further. Ofc, this assumes your DRAM chips are supported by the presets (even if they arent, you might get away with using same brand DRAM chips)

I have attempted to look into manually overclocking b4, however for some reason in my bios (under advanced memory settings) I can only change If XMP is enabled or disabled, XMP high frequency support (If xmp is enabled) and System memory multiplier. All timings and everything else is grayed out and forced to be on Auto. I was able to get 2666 mhz out of my ram without changing my timings but I noticed no difference so I reverted back to 2400mhz. I also mind you have not updated my bios since 2019 so that could be the issue, but I heard about people corrupting their bios and it sounds difficult to pull off. But if need be I will update it.

UPDATE

I ended up buying a new kit of ram (3200mhz), new psu (850w), and new 4070.

 

The psu fixed the stuttering problem no doubt and frames feel as they should (144fps no longer feels like 30-50). However I still can not maintain a stable fps in games even with all settings turned down or tuned for performance. 

 

For example tf2 will run at 144fps but only if there is little to no action, then itll dip to ~80fps. The only thing I have yet to replace is my cpu.

 

The only two things I have noticed with my pc now is that whenever boot into windows and hover over and icon my wallpaper around that icon will turn black and then the whole wallpaper will turn black. Im wondering if this symptom can point me to a fix maybe? And in hwinfo under intelpresentmon my frametimes when lots going on in game goes to ~13ms while my gpu busy will be at ~1.

 

Other thing I noticed is that my motherboard only supports pcie gen3(ab350 gaming 3), but idk if that would cause such a weird loss in performance.

Yes, I manually disabled it in nvidia control panel and in game.

 

However a new problem has arised.

Your RAMs are running at 2133mhz. Your memory controller and infinity fabric is also decoupled. It safe to assume something is not working as you intended. What RAMs did you get?

Only reason my ram was at 2133mhz was due to resetting my bios to troubleshoot, however even after turning on xmp and now running at its max speed (3600mhz) my pc is still super unstable and programs crash easily.artifacts.thumb.png.ae9460d4c6c553d10a8541af60d8ef14.png

 

I tried to run tf2 and got the same type of artifacts I was getting on my desktop when doing anything. The game then completely froze and I had to close it with task manager. Also now my two monitors will intermittently flash black as if I'm updating a driver or something when I try to minimize a program or do other actions.

 

What's odd to me is that resetting my bios did not fix the problem, because this only happened after I changed those settings in bios and remained after I changed them back to what they were.
