If you are referring to this tab right here, then it shouldn't have any impact on performance. It's structural, designed to allow the GPU to latch into place with the PCIe latch on x16 slots.

The screws that go into the back of the case for securing the bracket should be sufficient to hold the card in without that tab - plenty of folks actually break off the locking mechanism on their PCIe slots intentionally to make swapping cards faster and easier.

 

However, you may want to get something like a GPU support bracket to help keep the card stable. Without that tab, there is a possibility, however slim, that it could slip out of the slot.
