Is there room for rtx 3070 suprim x and a NZXT kraken 280mm radiator front mounted in a Fractal North or is another choice of case needed like Phanteks Enthoo Evolv X?

No.  

 

• • Choose a GPU up to 355 mm, or up to 300 mm with a 360 mm front radiator

 

There are other options out there.  You'll need a mid tower case like the Lian Li LanCool or Fractal Pop Air, Meshify, etc.
