Why would you consider buying a non working motherboard if you cant even look up error codes yourself?

Which one? They've made a lot of motherboards, and ASRock is arguably the least consistent motherboard manufacturer out there with the most variance from board to board. 

 

Also if it beeps when booting and doesn't boot, don't buy it for anything but a wall decoration.

it does 7 beeps, and then does not turn on? That means it's broken. Get yourself a different one.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

The guy tested it without a cpu, I dont know guys, im no pro in pcs, and i have barely any money, and i try to build myself one, slowly, part with part

long story short: the seller tested the motherboard with no CPU, and got a CPU error, wonderful. But please, don't buy products from sellers that don't properly test their products before selling. The only proper motherboard to buy is one that can most definitely fully boot up, with a CPU installed.

So the seller doesn't know what they are doing, or they are hiding something. There are lots of alarm bells here. Either way, it sounds like this is a bad idea. I'd skip this one. Even on a tight budget, have some patience and wait for the right deal to come to you. You'll find a working board.
