Help, pc wont turn on

Suddenly my pc just turned off, i tested the psu using a paperclip was working. When i plugged everything out, i noticed only when plugging in the cpu 8 pin connector would none of the fans spin. So is it a connector,motherboard or cpu issue?

If I understand you right, the fans spin when you don't have CPU 8pin plugged in? or?
