PC Not Booting Up

Recently, I got some a dual channel 16 gig kit to replace my (at the time) current single channel kit. I added it but, it wouldn’t completely boot, staying stuck on the ROG boot up screen. I added the original stick back and everything worked fine. Two weeks after the same boot issues started occurring again. I’ve left it off, removed the cmos battery, and reseated the gpu. I just resorted to buying another kit and the same issue is going on. I’ve checked bios and it is detecting the new ram. Like I said it loads on the ROG screen infinitely but every few boot ups, It will boot up to a black screen with an hour glass that switches to a standard mouse cursor. Nothing else happens after that. If anyone can help that’d be great.
