Then just get the AX1600i or Thor 1600T. Those are two of the highest end and quietest PSUs.

Corsair RM1000e will be fine, not too costly and ATX3.0

RMe has a low quality fan with an annoying fan noise. Don't buy it if you want a silent PSU.

Is that really a thing? I ran a fanless PSU (460w Platinum) for 8 years with none of those issues. I will even counter with "no moving parts means less wear and tear and no fan to break down".

 

I even ran that 460w psu with a 5600x + 4070 with no issues, and i only replaced it a few months back because it didn't fit with my new GPU in my mITX case. Heck, my new Loki 750 SFX-L psu has more coilwhine.
