Can my UPS tank power variations / spikes / surges?

In my apartment, power variations (power spikes?) are quite common for some reason, very frequent between 8 a.m. to around 5 p.m. then it goes back to normal.

So I had connected my UPS to a Voltage Regulator for extra protection.

But, if I were to connect my UPS directly to the Power Socket, could my UPS tank those power variations?
