Low fps

Hello i have an issue with my pc- it runs low fps

GPU: rx 5700 XT

CPU r7 1700

NVME SSD

asrock 370m pro 4

RAM 2x8GB 2666mhz but they run at 1333 if i enable D.O.C.P.

So i was recently playing far cry 4 but it ran like 30fps medium details 1440p and i didnt know why so i thought it was the game engine.

But after a while i found out that in menu/esc mid-game the gpu and cpu would go to 100% but when i am playing the gpu and cpu is at like 30-40%.

I hope somebody can help me resolve this issue.

Ryzen 1st gen cpus were not all that great. https://steamcommunity.com/app/298110/discussions/1/5501694039541453921/you can try this thing out and see if any of those fix it.
