Corsair ones are pretty loud, but I think everyone likes them for the colored rings.

 

Noctua's pretty much nailed it, but you could take a look at Be Quiet's Silent Wings fans (they're hard to find tho). Gentle Typhoons (I don't think they're made anymore) and Cougar Vortex are also very nice options.

 

I would steer clear of NZXT and CM fans.
