New small factor PC build in Australia

Budget (including currency): $2000 AUD

Country: Australia

Games, programs or workloads that it will be used for: Games:the last of us, assassins creed, baldur's gate at a suitable resolution for my current monitor LG 34WP65C 3440x1440 160Hz. replace my old rig for home office work etc.

Other details this rig is to replace my old desktop (2018 Intel i5-8600 CPU 8GB Ram Nvidia GTX 960), monitor LG 34WP65C 3440x1440 160Hz keyboard and mouse from this existing machine is suitable for use in the short to middle term so no peripherals to be included in the above price. Australia has end of financial year 30 June 2024. there are "deals" on some components leading up to end of financial year so would like to take advantage of those. I would like a small form factor and like the look of the fractal terra (note the kids are growing and we are going to need three places to sit in the study. the idea is to keep my my old rig which is a mid tower and is elevated off the floor under the desk. the small form factor will be on the desk my work laptop is also on the desk. )

Currently have these items spec. the issue is there is no video card in here at the moment there is a second hand RX 6700XT 12gb on Facebook for $450 also no cooler is the stock cooler with the AMD CPU adequate?

The 6700 xt for 450 aud is a pretty good deal for price to performance. There isn't a need to buy windows, as there are cheaper ways to get it and you can also use the free version, with the only downside being that you get less personalization. Read this article. Other than that, your build looks great to me!
