Seems good enough for a 4070. It's a quite efficient GPU so I think you'll be fine with anything like a 2 fan gpu. Normally, if it's not super power hungry or a blower card then it'll stay cool just fine

I play at 4K/60 with my 4070Ti.  It boosts to just over 3GHz with my settings.

It will perform the same as any other 4070. So just look up reviews of any 4070 and that’s how it will perform. Galax is a good enough brand.
