can i use the 1060 mini or the 1060 regular one in the optiplex 7040 its the biggest one.    and i wanna upgrade my pc cuz its really bad

It has a 315W power supply so I don't think it has PCIe power cables that a 1060 needs. The mini also requires a 6pin. So you would have to check that it can has PCIe power cables. And 315W makes me really nervous for running a GPU that isn't low profile. Low profile cards only draw power from the PCIe slot which is 75W.
