We can't give you recommendations on bootleg keys, it's against the rules here. Not to mention, with it being your OS where you're likely to log into sensitive accounts and such, you're much safer buying a real key. But I would try the key transfer via an MS account first.

I currently have a laptop that has a Windows key on it. Could I use this key for the PC that I am building or have to get a new one?

Generally you can't reuse OEM keys like that

Might be able to transfer it over with a Microsoft account but not 100%R. Likely will need to buy a new key, but all a key does is remove a watermark and unlocks some settings.

What do you mean by bootleg?

 

There are certain gray market websites that sell Windows keys. I'm not sure that I would recommend them. The way they source keys may or may not be legal. Your experience will vary.

As mentioned OEM Keys are useable only once.
