I've got 700 dollars, and Im already on an lga 1700 socket. I've got a compelte build now but all my games crash. Its a long story but to keep it short. I've narrowed it down to my GPU or CPU as the problem.

I have a 3070 and a 13700 rn. I bought a Radeon 6950xt and the crashes stopped but I kept getting the Amd green screen death no matter what driver I just gave up and returned it on amazon. With my 3070, all my games crash, but in a relentless attempt to play remnant, I found a thread that said using a program called power lasso to disable hyperthreading on my cpu would fix my problem, and it did with all my games. Thats why I think its the CPU.

But I dont know which one is more likely to be the culprit. And which one I should prioritize replacing.

Thats where the 700 comes in to play, more about 730 and I could go a bit higher if needed. What should I buy First the i9-13900 or a ASUS 4070 after watching some benchmark comparisons, these were likely to be my upgrade paths. What do yall think?

Edit: I'm not so much looking for problem solving as I am suggestions on what to do next. I've pretty much given up on fixing the problem, I've just got to replace the parts. What should I buy.

Do you want your problem solved, or do you want to upgrade? Because if you want the problem solved, start RMAing. If you want to upgrade, then upgrade the CPU first because you seem to think it's your CPU causing the problems.

Also worth making sure you've tested everything, because lemme tell you, there is nothing more infuriating than replacing parts to the tune of a few hundred bucks, then finding out that the motherboard was the #%*$%!*#$&@$% problem all along.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Well obviously I want my problem solved thats the whole point of buying the parts. I kept the story brief, but yes I've tested everything extensively. I've made multiple post on here and reddit threads for my problem but sadly it couldnt be solved. Within the past 2 weeks I've replaced everything in my pc besides the CPU. but as stated when switching GPU problems stopped but had different problems so could be GPU. Unfortunately Intel voids warranties for XMP speeds over spec'd for the cpu I was running 6000 while 13700 is spec'd for 5600. So RMA is not an option for that. I could RMA the GPU but I think at that point I would buy a new one and sell this one. Let me know what you think I should do regarding, the priority of my hardware purchase.

Edit: I only think its my cpu because I was having a lot of ram problems and It definitely wasnt my RAM or my DIMM slots, so i assumed faulty or degraded memory controller on my CPU, because of  the overspec'd XMP, and turning off hyperthreading on games seems to fix crashing problems even with 3070 installed.

What is the wattage of your PSU?

So this is the first part of the story, this was my first thought, because I had put a subpar psu in my build. Initially, I had an ARESGAME 1000W GL series, I know this is bad, but this was shortly replaced with an NZXT 1200c when I started noticing the problem.

Most likely is driver crash

Just wanna confirm, do you install both GeForce experience and AMD Software Adrenaline on your PC?
If you do, please do clean uninstall the one that you're not using

Trust me I dont need problem solving. I have done everything possible. I've used DDU in safe mode with no ethernet in the past week more times than I can count. If it is drivers there is nothing to be done. I mean fresh installs of windows 11 downgrading to Win 10, multiple, I mean multiple different driver versions, It couldn't be solved.

edit: No i never had both drivers installed at the same time. I tried multiple adrenaline versions and pro version, pro version reduced the rate of green/black screen but it was still very intrusive and downright unplayable. But trying to play games right now, It seems like the process lasso fix doesn't fix all games. I just had a crashin for honor.

If I were you, I would choose to upgrade i9-13900 first

Because on Intel CPU side, you don't have any other choice for upgrading CPU without buying new motherboard (since most likely Intel 14th Gen or whatever their new rebrand will have new socket)

As for GPU, 3070 is still a great one, upgrading to 4070 is not really a huge game changer unless Ray Tracing and Frame Gen is what you're looking for

In addition, the 4070 sales is not doing really well, because the pricing is really bad. So until NVIDIA starts self-retrospective for their bad pricing and greed, I would suggest hold the urge for 4000 series NVIDIA GPU

P.S.

If you're upgrading to i9-13900, don't forget to get a decent CPU cooler, either AIO 2x140/3x120mm or Dual-tower style would do well

Because it's unwise to use i9 CPU but thermal throttling while playing

Thank you for the advice. Unfortunately, Intel's 14th gen CPU's will be lga 1851 , but definitely not a smart upgrade choice, seeing as the price will be absurd compared to the performance gain. On the other hand the 4070 has something equating to 30%:20: in performance to price on 3070. But I am definitely leaning towards the problem being the CPU. So I will buy that first. Thank you for your input.
