Can be useful if stuff you are trying to select is jumping around due to usage changing, for example.

Yes, and Resource Monitor, a similarly useful tool.

Especially in Resource Monitor, its very useful with how jumpy it can otherwise be. You can also slow down the refresh speed of Task Manager to accomplish a similar task.
