Best CPU for RTX 4070 ti 1440p?

MB: B650 Tomahawk wifi 

RAM: 32 GB DDR5 Corsair 

Storage: 2 TB m.2 Samsung 

PSU: 850 watt Corsair 

What? The 7700x is not bottlenecking the  4070ti.  Next step would be 7800X3D but you won't see much performance gain mate. The 7700x is plenty fast.  The 7700x is one of the fastest gaming CPU's on the market.  I'd almost say that your 4070ti is bottlenecking the CPU.
Dont use PC bottleneck calculators, they suck.

Here is a 10 game average with a 4090 in 1080p and 1440p by Hardware Unboxed. I'd say the 7700x do quite well...

That 7700x is perfect for the 4070 ti. Maybe even more than perfect. No need to upgrade. A 7800X3D is only really necessary for a 4090

Oh wow… I had no idea the RYZEN 7 7700x does that well. I’ve been trying to just go off the bottleneck calculators. Do you think it’d be worth upgrading the GPU? Probably not worth the extra $500-$1000 just for like 10% increase in performance..

if you're cpu limited on a 7700x, that sounds like a problem solved by increasing your graphics settings.

Yeah, real world numbers beat bottleneck calculators 😄  Most bottleneck calculators, if not all, are rubbish.  The 7700x is a beast, keeps up with the 13900k thats over twice the price.  I use a 7700x with my RTX 4080 so I am in a similar boat as you, I dont plan on upgrading until the 6080 at least, I dont feel I need an upgrade.
The AM5 platform will be supported for another 4-5 years so my plan is to put an 9800X3D or whatever the latest they come out with in 3-4 years and a new 6080 and have a 'brand new system'.
The 4070ti is plenty fast for games at 1440p high refreshrate.
