PC won't post but flipping the power switch will post a dispaly

PC does not post when I try to start the PC with the power button. Sometimes It posts a display and motherboard name comes and then its gone again. I need to flip the power switch on the power supply several times to make it post. I have tried changing the power supply (was using gigabyte 450 and now corsair 650 bronze and also changed the GPU but same issue persists).

What are your specs, most importantly what is your GPU?

 

It could be that the PSU cannot handle the GPU.

I have Ryzen 3100 

Sapphire rx580 pulse edition

gigabyte B450 ds3H mobo

2*8 gigs of corsair 3200 mghz ram

had gigabyte 450 watt psu. now using corsair 650 watt bronze.
