Games keep stuttering

Hey all, I'm really kind of at a loss right now. Most of the games that I'm playing are starting to stutter. I mainly play War Thunder and all that fun stuff, but I've never had this problem before and now it's everywhere. I even opened up a game that I haven't touched in a year and it also has the same problem. I don't know what's wrong and I'm not techy enough to know where to start looking. I've updated all my graphics drivers so I don't really know. Any insight or help would be greatly appreciated. Thanks

Windows up to date?

Scan for malware just in case

Games on HDD or SSD?

 

What specs you have and what resolution you play at?

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.
