I'm still new to this sort of thing so forgive me if I'm dumb. I'm using the Gigabyte H310M S2 2.0 (Rev 1.0) motherboard which has PCI EX 16 with PCI Express 3.0. This is listed both in the manual and on the mobo itself and yet when I check CPU - Z and GPU Z, it's showing that it's only PCI EX 8. Sidenote, there's currently a GT 710 inside as a temporary video output until my brand new GPU arrives. Sorry if I'm dumb.

Processor is a i3 - 9100F

(Sorry for the crude photography on the CPU-Z pic)

The GT710 is a PCIe 2.0 x8 card, so it's all normal. They both show what the slot is currently running at.
