less fps after getting a new gpu

i just upgraded from a 980 ti to a 2060 super and it does less fps in games

i checked if it wasnt a bottleneck but it wasnt

specs :

i7 6700k

16 gb ddr4 2133mhz

rtx 2060 super

z170 pro gaming 

256 gb m2

1tb hdd

if it doesnt use 100 percent of the cpu in game it shouldnt bottleneck

Run GPU-Z in the background and check after playing or set up MSI Afterburner's On-screen display and see it ingame.

my gpu is only at 720 mhz is it normal (in game)

One option is a Windows clean install and seeing if that would possibly fix it. 

If that's not an option I'd recommend testing the card in another system.

Because I doubt the GPU is overheating, although that might cause very low clocks too.

Depends on what you mean by 100%. If a game engine can only use one core and your CPU has eight, one core being fully utilized may be shown as (1/8) = 12.5% load. But the GPU is still held back by the CPU.

well i dont think it was broken since it was my fathers gpu and he only used for gaming

i even tried to check if it wasnt broke by trying in his pc but it worked fine

Did you DDU properly in safe mode?
Who makes the 2060? What model?  Some vendors need their own tool, i had to install GPU Tweak 3 to get my Asus 1070 to work properly.

i did ddu and its 2060 super by gigabyte and also it was free since it was my fathers

Run DDU again, but install an older driver. That was sometimes required to get my 980 running. Edit: go back a few driver versions, not all the way back to dinosaur times.

 

Does that GPU have one or two 8 pin PCIE connectors? Make sure that the power connectors are plugged in and fully seated; also make sure that all 8 of the pins are connected, the two that are separate can be a huge pita to plug in

Need to see per-core usage, not all games (in fact, most games) will not use 100% of the whole PC, only 100% on 1-4 threads or so, some will scale a bit across another 4-6 but that's about it. You have 4c/8t so you have the game running out of CPU, while not seeing 100% usage total.

Nah, you got it all wrong bro, if the average GPU load isn't 95% and higher the CPU is bottlenecking the GPU.

It has w+very little to do with CPU load, CPU load depends more on how many cores the game can (properly) use.

my cpu is at 14% while playing but my gpu is 50% how do i fix
