After i plug in my pc and it starts after  5 seconds ( after the beeeep) it starts to get his fly (psu)

Either get a new one if you really hate it or deal with it. This is perfectly normal on startup

I switched to another PSU and that PSU also started to take fly after 5 sec of beeeep

that's perfectly normal. If it dies down after startup then don't worry about it. How much wattage is the psu and what are your full specs?

When you first turn on a computer, it's normal for the fans to spin very fast.

As long as they quiet down again shortly, it's okay and totally fine.

That's a 300w (give or take) PSU.

What hardware is in the computer?

The thread title certainly draws you in. Of course I had to click but I am disappointed there are no flying PSUs.
